The paradigm of lately regional development should be more concern to the main characters of each region in order to maintain its potency. It is not only about how to use regional’s comparative advantages, but also how to maintain a high competitive advantage. Regional development emphasizes the harmony among sectors and actors involved, within and between regions. So that all development programs for each sector could be performed as a full-framed regional development. Through this concept The Government will be understanding more about typology of its territory. Considering discussion above, this research is aimed to: (1) analyze the hierarchy and level of development of each district and (2) identify the typology of districts based on capacity of resources. Analysis methods used in this research were scalogram analysis and cluster analysis. The results of scalogram analysis indicate that there are two districts categorized as Hierarchy 1 (District of Kademangan and Talun), seven districts grouped as Hierarchy II (District of Wates, Sutojayan, Selorejo, Wlingi, Srengat, Wonodadi and Udanawu), and thirteen districts in Hierarchy III (District of Bakung, Wonotirto, Panggungrejo, Binangun, Kanigoro, Selopuro, Kesamben, Gandusari, Garum,, Nglegok, Sanankulon and Ponggok). Furthermore, the results of cluster analysis show that Blitar Regency has three types/klasters. Cluster 1 consists of districts in which their agricultural activities type are wet-land agriculture. Cluster 2 that is characterized by plantation-based agriculture and low IPK values.
