During the process of conflict resolution, Indonesia maintains communication with the Philippine government and Moro to bring them to peace talks. This is in line with Soeharto's objective to create a safe and peaceful territory. Indonesia mediated by providing an alternative solution of special autonomy to accommodate the wishes of the Philippine government and Moro. This special autonomy is regarded as the middle ground of the deadlock of negotiations due to the impasse.
