dc.description.abstractQatar is a country in the Middle East with the highest GDP in the world. Utilizing the abundant natural resources, petroleum and natural gas, Qatar managed to improve the economy of the country that is among the poorest countries to be one of the richest countries in the world. In 2009, Qatar enlisted as one of the bidders to host the FIFA World Cup 2022. The process by which Qatar delivered results with Qatar's victory in the voting process by the FIFA Executive Committee in 2010. Qatar's victory provides an important task for the country with this Islamic law to run the development of infrastructure in large numbers. Along with that, Qatar which has the largest number of expatriates in the world should increase the number of expatriates, migrant workers, to the country. The increasing number of migrant workers to Qatar, attracted the attention of international organizations, especially those that engage in human rights and labor rights. This is because Qatar carries out a kafala system in which international organizations will affect the welfare of the FIFA World Cup 2022 migrant workers. The international actor has demanded that the Qatari Government pay attention to the welfare of migrant workers while in Qatar. The demand has received a response from the Government of Qatar by doing various things for the welfare of the FIFA World Cup 2022 migrant workers will always be awake as long as they are in Qatar.en_US
