This thesis aims to analyze about the Reason of Indonesia Withdraws from OPEC Membership on 2008-2016. To analyze the case, this thesis adopt the theory of Foreign Policy Decision Making by William D. Coplin. The 171st Conference of OPEC in Vienna, Austria, resulted in cutting the production quota of crude oil 1.2 barrels per day of the total production. In dealing with the result of the conference, Indonesia’s Government decided making policy withdraw from OPEC membership. The policy was influenced by three determinants, namely: domestic politics condition, economic condition, and international context. Those three determinants influenced a lot Indonesia’s foreign policy decision making. Thus, it is not appropriate with Indonesia’s national interest which influences economic within country and the number of receiving country especially in the sectors of oil and gas. The policy of OPEC on cutting the production quota of crude oil inflicts Indonesia in financial loss as an oil importer country.en_US
