dc.descriptionSince 2013, through Law No. 13 of 2012 on Specialties of Yogyakarta, Privileges Fund has handled 5 special privileges in Yogyakarta including a) the procedures for filling the positions, duties and authorities of the Governor and Vice Governor; b) Institutional Local Government of DIY; c) Culture; d) Land; and e) Spatial planning. In 2016, DIY get Privileged Fund of Rp. 547.450.000.000 and lowered to the Regency of Sleman Rp. 4,352,835,000 of which funds are distributed in 6 programs and 3 SKPD, one of which is the Department of Culture and Tourism of Sleman Regency which received a budget allocation of Rp. 3.629.781.050. Department of Culture and Tourism of Sleman District plays an important role in the management of Privileged Funds in cultural affairs in Sleman District. This study aims to evaluate the use of Privileged Funds in cultural affairs in Sleman District in 2016, and to describe the phenomena occurring in the implementation of Privileged Funds in that year in Sleman Regency in cultural affairs. This research is a qualitative research which has purpose to describe and analyze what writer get in research. Data collection techniques through interviews and documentation. Sources of data come from journals, research reports, official documents, and interviews to relevant sources. Data analysis techniques used are data reduction, data presentation, and conclusion. The result: Firstly, in the use of the 2016 Privileged Fund in the field of culture in Sleman District, it was found that the Department of Culture and Tourism of Sleman District has performed well with the use of the Privileged Fund. It can be seen from the percentage of achievement realization of absorption and the percentage of progress activities up to 100%. Secondly, if compared to 2014 to 2017, 2016 is a very good year in terms of percentage of achievements of absorption realization and the percentage of progress activities, although each year the budget is different, 2016 is the highest percentage of successful use of Privileged Fund compared year -the other year. Nevertheless, there are still some problems that need to be improved in the future during the implementation of the Privileged Fund in 2016. These problems include the lack of socialization of government to the community on how to access Privileged Funds, a special relationship between the bureaucrats and the community in approval of the proposal, programs and activities that are considered not able to prosper the public in general. In other words, the findings in this study prove that the concept of Good Governance, the government has not been able to show the attitude of transparency, accountability and responsiveness to the community, although if see the percentage of absorption and realization of the program has been very good, in fact in the field is not in accordance with the results of the report from the government.en_US
