Indonesia as one of the countries that has ratified the first Kyoto Protocol has committed voluntarily to reduce greenhouse gas emissions with a target about 26% of in all sectors in 2020 . One of the commitments that the Indonesian government has shown in reducing greenhouse gas emissions is by issuing regulations concerning greenhouse gas emissions reductions at both national and regional levels. Regulations issued by the Indonesian government like legislation, presidential regulations, ministerial regulations and governor regulations. Using the content analysis method with three indicators namely preventive, curative, rehabilitative and using some keywords related to the construction of messages contained in the ten regulations related to the reduction of greenhouse gas emissions, the authors found that the Indonesian government in making environmental policy related with reductions in greenhouse gas emissions tends to be curative, more focusing on various activities and projects in field and this is contrast with principles of the first Kyoto Protocol's which is more concern to preventive action.en_US
