| dc.description | Setelah UNDP memperkenalkan konsep keamanan manusia pada tahun 1994, pemerintah Jepang pertama kali juga turut serta memperkenalkan konsep tersebut pada tahun 1995 sebagai landasan kebijkan luar negerinya. Dalam dunia Internasioal peran Jepang telah dianggap sebagai kontributor utama untuk pengarusutamaan intelektual dari konsep dan implementasi konsep keamanan manusia. Salah satunya melalui piagam Official Development Assistance (ODA) 2003 yang ditawarkan pemerintah Jepang kepada negara-negara berkembang dalam mengatasi masalah keamanan manusia. Pada dasarnya, ODA Jepang diberikan melalui tiga jenis, yaitu pinjaman YEN, bantuan hibah dan kerjasama teknik. Namun penelitian ini hanya berfokus pada bantuan hibah dengan salah satu turunannya yaitu “Grant Assistance for Grassroots Human Security Project” (GGP).
Pada tahun anggaran 2017, Pemerintah Jepang memberikan bantuan hibah kepada 7 proyek yang ada Indonesia dan salah satunya ada di Kecamatan Sijuk, Kabupaten Belitung sebagai fokus dalam penelitian ini. Proyek tersebut diawali oleh masalah keamanan ekonomi karena metode industri yang masih bersifat tradisional telah menyebabkan ketidakstabilan dan ketidakterjaminan pendapatan pada masyarakat pesisir yang memiliki industri ikan asin dan olahan kering lainnya di Kecamatan Sijuk, Kabupaten Belitung. Oleh sebab itu, perkumpulan Karya Muda Belitung (KMB) berinisiatif untuk mengatasi masalah tersebut dengan memanfaatkan bantuan asing yang ditawarkan oleh pemerintah Jepang melalui program “Grant Assistance for Grassroots Human Security Project” (GGP). Skema yang ada didalam GGP telah menghasilkan kerjasama antara Kedutaan besar Jepang di Indonesia sebagai pemeberi dana kepada proyek usulan Karya Muda Belitung (KMB) yang juga sebagai mitra pelaksana untuk mengimplementasikan bantuan melalui pemberdayaan masyarakat pesisir dengan penyediaan 10 mesin

| dc.description.abstract | After UNDP introduced the concept of human security in 1994, the Japanese government also participated in introducing the concept in 1995 as the foundation of Japan foreign policy. In the international world, the role of Japan has been regarded as the main contributor to intellectual mainstreaming from the concept and implementation of the concept of human security. One of them is through the Official Development Assistance (ODA) charter in 2003 that offered by the Japanese government to developing countries in Addressing human security issues. Basically, Japanese ODA is given through three types, namely YEN loans, grant assistance and technical cooperation. But this research only focuses on grant assistance with one of its derivatives, namely "Grant Assistance for Grassroots Human Security Project" (GGP).
In the 2017 budget year, the Japanese Government provided grant assistance to 7 projects in Indonesia and one of them was in Sijuk District, Belitung Regency as the focus of this research. The project was initiated by economic security problems because industrial methods that were still traditional had caused instability and unsecured income in coastal communities that had other salted and dried fish industries in Sijuk District, Belitung Regency. Therefore, the Association of Karya Muda Belitung (KMB) took the initiative to addresing this problem by utilizing foreign assistance offered by the Japanese government through the "Grant Assistance for Grassroots Human Security Project" (GGP) program.
