dc.description.abstractWith the limited natural resources, human are expected to preserves them such as water. Although, it was not compareable with the growth of existing human resources. From the process of using natural resources, the remaining unused material will become pollution called environmental pollution that occurs rapidly such as water pollution. In Bekasi River, water pollution had occurred a long time ago. It is because of the industrial and domestic waste that comes from Cileungsi and Cikeas River. From those problems the aim of this research is to analyze the program evaluation of Bekasi Environmental Agency in managing water pollution of Bekasi River. In this research, researcher focuses on the program evaluation of Bekasi Environmental Agency in managing the water pollution of Bekasi River in 2016 – 2018 with the using of a descriptive qualitative method and using CIPP evaluation as the base theory. To obtain the data, researcher uses interview, observation method and also supported by secondary data or documents retrieved from the related Agency. The result of this research were there were problems arose related with the resources that supported the implementation of the programs itself. The problems came from the budgeting, the number of human resources and also the uses of the budget allocation itself. The budget that came only from APBD did not cover all aspects or resources. The problems in human resources was the shortage of staff of Tim Katak and it did not cover the work effectively. However, the help came from other communities that helped Tim Katak to lessen their work load, KP2C. KP2C also aided Bekasi Environmental Agency with several surveillance cameras to support the facilties to supervised the debit of the water. The addition of Tim Katak member could be the exit of all problems but it was hampered because of the lack of uses in the budget allocation. In 2016, the document was not able to be retrieved. However, in 2017, the uses of the budget was 90% out of 100%. It can be concluded that in 2017, the uses of budget allocation was maximized. In the other side, in 2018, there was only 32% of the uses of the budget allocation. It was unfortunate since the budget of 2018 could be used to add new members of Tim Katak in order to implement the programs in an effective and efficient way. The conclusion was the program evaluation was done well enough, although there were some of the problems arose because the lack of budgeting, but the programs are able to be implemented. The lack of budgeting was the source of the problems started from the lack in human resources in order to implement the program efficiently and effectively. Althouh, it can be managed with the cooperation with other community or organization such as KP2C and One Earth One Ocean.en_US
