This study was conducted to determine the dominant factors in influencing the size of the PAD. The independent variables used as the determinant of PAD is the population, gross population domestic product (GRDP), and government expenditure. This study uses a panel data analysis with random models to estimate the effect of independent variables on the dependent variable. The data panel used in this study is time series from 2011-2017 and cross-section data from 7 Riau Islands Province districts/cities. The seven districts/cities are Karimun Regency, Bintan Regency, Natuna Regency, Lingga Regency, Anambas Islands Regency, Tanjungpinang City, and Batam City. The study was conducted with the tool's analysis in the form of Eviews9.0. The study results showed that simultaneously the same population,, GRDP and government expenditure had a positive and significant effect on PAD. Furthermore, partially the population and government expenditure had a positive and significant effect on PAD, while GRDP had a positive and not significant effect on the PAD of Districts/Cities in the Riau Islands Province.en_US
