dc.description.abstractThis research aims to describe effective communication strategy models to create cohesion of Balinese people in resolving a Benoa Bay reclamation conflict 2016 – 2017. The reclamation rejection was organized by Forum Masyarakat Bali (ForBali), a non-governmental organization concerning with environmental issues. Even though the reclamation issue was done, government has yet revoked the Presidential Regulation No. 51/2014. This research was conducted in Bali province that the research data were gathered through in-depth interview and Focus Group Discussion (FGD) with several figures of ForBali and Adat people. This research used a qualitative approach and a case study as its research design. An interactive analysis was employed to analyze the data. The data, then, were validated through triangulation of sources, methods, and researchers. The findings revealed that cohesiveness of Adat people were caused by internal and external factors. The internal factors encompassed goals, norm obedience, similar culture, democratic leadership, complementary, and mutual help among group members. Meanwhile, the external factors comprised of threat to sea of Bali, fishermen’s losing a job, and unclear campaign of reclamation impacts. The cohesiveness emerged in a formal agreement, namely pasubayan.en_US
