Benchmark for the success of a project is seen by short turnaround time at minimal cost without leaving the quality of work. Systematic project management is required to ensure the project implementation time in accordance with the contract or even faster so the cost can provide benefits and avoid the fines due to delays in project completion. The purpose of this study is to calculate changes in the cost and time of implementation of the project with a variety of additional working hours (overtime) and the addition of manpower, as well as comparing the results of the cost of fines with the changes after adding the cost of working hours (overtime) and additional manpower. The data used in this study is secondary data obtained from the contractor. Data analysis using Microsoft Project 2010 program and time cost trade off methods. The results of the program Microsoft Project 2010 is the critical path and increased costs resulting from the addition of working hours (overtime) while the results of the method time cost trade off is crashing duration and cost increases due to the crashing duration of each activity crashed. The results of this study show that with a duration of 135 days in conditions and the total project cost Rp 6,133,992,961.82, then (1) Changes in the time and cost to the addition of 1 hour of overtime earned the crashing duration of 117.21 days, and costs Rp6.061.466.609,53. In addition 2 hours of overtime earned the crashing duration of 104.38 days and a cost of Rp5.938.413.884,24. While the addition of 3 hours of overtime earned the crashing duration of 94.66 days and cost Rp5.836.832.839,52. (2) Changes in time and costs due to the addition of manpower 1 hour duration of the crashing obtained 117.21 days and a cost of Rp6.018.130.392,94. In addition manpower 2 hours crashing duration obtained 104.23 days and a cost of Rp5.934.545.020,14. While the addition of manpower 3 hours crashing duration obtained 94.66 days and cost Rp5.871.243.447,24. (3) Comparison additional 1 hour of overtime and additional manpower 1 hour with a duration of 117.21 days or sooner 17.79 days of normal duration, is more effective at manpower 1 hour with a cost of Rp6.018.130.392 compared with additions 1 hour overtime costs more that Rp6.061.466.609,53. In addition overtime 2 hours at a cost of Rp5.938.413.884,24 and additional manpower 2 hours and costs Rp5.934.545.020,14 can be seen that there is a more cost effective in the addition of manpower 2 hours with a duration of 104.38 days or sooner 30.62 days. While the addition of 3 hours overtime and additional manpower 3 hours with a duration of 94,66 days or sooner 40.34 days can be seen that the most effective cost is 3 hours of overtime at cost Rp6.060.620.233,50 compared with addition manpower 3 hours at a cost Rp6.353.584.871,86. (4) Cost of crashing the duration of the project with the addition of overtime or additional manpower was cheaper than the costs to be incurred if the project has been delayed and charged a fine.
