      Abstract
      Time and costs greatly affect the success and failure of a project. Benchmark for the success of a project is usually seen short turnaround time at minimal cost without leaving the quality of work. Systematic project management is required to ensure the project implementation time in accordance with the contract or even faster so the cost can provide benefits. And also avoid the fines due to delays in project completion. The purpose of this study is to calculate changes in the cost and time of implementation of the project with a variety of additional working hours (overtime) and the addition of manpower, as well as comparing the results of the cost of fines with the changes after adding the cost of working hours (overtime) and additional manpower. The data used in this research is secondary data obtained from the contractor. Data analysis using Microsoft Project 2013 program and Time Cost Trade Off methods. The results of the program Microsoft Project 2013 is the critical path and increased costs resulting from the addition of working hours (overtime) while results from Time Cost Trade Off method is accelerating duration and cost increases due to the acceleration in the duration of each activity accelerated. The results of this study indicate that: (1) Fees and optimum time on the addition of 1 hour of overtime earned a total cost of Rp 7,375,658,841.00 with a duration of 118.94 days while accelerating the addition of 2 hours of overtime earned a total cost of Rp 7,248,209,517, 77 with the duration of the acceleration of 108.8 days and for additional 3 hours of overtime earned a total cost of Rp7.143.953.814,03 with acceleration duration of 101.38 days. (2) Costs and optimum time on the addition of manpower 1 obtained a total cost of Rp 7,319,108,948.69 with a duration of 118.94 days while the acceleration of additional manpower 2 obtained a total cost of Rp7.243.922.466,34 duration of acceleration 108.8 days and for additional manpower 3 obtained a total cost of Rp7.188.853.506,01 with acceleration duration of 101.38 days. (3) Based on the addition of overtime hours and additional manpower is most effective with the addition of 3 hours overtime, because it produces the lowest cost Rp 7,143,953,814.03 with a duration of 101.38 days. Compared with the normal costs result decreased cost of Rp 279,581,824.47 with a reduction in duration of 31.62 days. (4) Cost of accelerating the duration of the project with the addition of overtime or additional labor was cheaper than the costs to be incurred if the project has been delayed and subject to fines.
