The purpose of this research is to know the influence of the total of poor people, gini ratio and minimum wage district/cities against human development index (HDI) in the district/city Karisidenan Ex Madiun period 2010-2015. This research used quantitativeusing secondary dataand panel data be taken according by district/city is the region ex Karisidenan Madiun. The analysis methods was used in this research are using panel data analysis methods with random effects model (REM). The results of the panel data model analysis showed that the independent variable total of poor people is significant and negative effect to human development index (HDI). While variable gini ratio and minimum wage districts/cities are both positive and significant effect to human development index (HDI) in the district/city Karisidenan Ex Madiun period 2010-2015.
