This study aimed to figure out the influence of poverty, goverment expenditure on education and health to Human Development Index (HDI) at Central Sulawesi Province. This research was conducted at 8 regencies/cities in Central Sulawesi Province during 5 years that was 2011-2015. Panel data regression with Fixed Effect Model (FEM) approach was used as the analysis tool. Based on analysis, it was obtained poverty variable was negative and significant to Human Development Index, goverment expenditure on education was positive and significant to Human Develpment Index, and goverment expenditure on health was positive and insignificant to Human Develpment Index.
