The human development index is one factor to measure the welfare of society. This study aims to determine the extent to which the relationship between the Human Development Index to poverty, the regional Gross Domestic Product and capital expenditure in the Province of Kepulauan Bangka Belitung Years 2010-2015. This research was conducted using secondary data and using panels with 6 districts and 1 city in the Province of Kepulauan Bangka Belitung while data analysis used is descriptive analysis. Results of the analysis show that the variables of poverty, Gross Regional Domestic Product, capital expenditure has an influence on the Human Development Index. Poverty variables significant negative effect on the Human Development Index while the regional Gross Domestic Product positive and significant impact on the Human Development Index, and capital expenditures and significant positive effect on the Human Development Index in the Province of Kepulauan Bangka Belitung.
