This study aims to analyze the influence of regional expenditure, gross regional domestic product and human development index on poverty in city / district east nusa tenggara province period 2010 - 2015 Panel data with Random Effect Model is used as an analytical technique in this study. Used the secondary data, quantitave data. Data is gotten from documented Badan Pusat Satistika East Nusa Tenggara period 2010 - 2015 The result showed that poverty in the province of east nusa tenggara able to be explained by regional expenditure, gross regional domestic product and human develpment index rate to 37,21 %. While the rest, the 62,79 %, explained by other factors outside of the model. Furthermore, the partial regression coefficient indicates (1) a significant effect on regional expenditure 5 % significance level with a probability value of 0,0000 and negetively related to the value obtained for the coefficient of -0,112978, (2) a significant effect on gross regional domestic product 5 % significance level with a probability value of 0,0012 and positively related to the value obtained for the coefficient of 0,185600, (3) a significant effect on human development index 5 % significance level with a probability value of 0,0383 and negetively related to the value obtained for the coefficient of -0,009963
