      STRATEGY PROPOSAL TO MINIMIZE THE USE OF PLASTIC BAGS BASED ON FACTORS THAT AFFECT CONSUMER BEHAVIOR

      Abstract
      The high volume of plastic wastes in Indonesia, driving the Ministry of Environmental and Forests issued paid plastic bag policy to cope this problem. Based on the results of monitoring and evaluation of paid plastic bag policy implementation in Semarang, number of the use of plastic bag are still high. So, the policy should be supported by the strategiy that will enhance effectiveness of this policy. This study aim was propose the strategies to minimize the use of plastic bags based on factors that affect consumer behavior. The research consist of two phases, first phase are analyzing the factors that influencing consumer behavior and the influence of demographic factors on green consumer behavior to bring their own shopping bag using multiple linear regression analysis and Anova. The data collected from 180 respondent in Semarang city. The results showed that there are three primary factors that have a positive impact and significantly on green consumer behavior to bring their own shopping bag, it is environmental concern, social influence, and Government’s role. Meanwhile, the education level is the demographic factors that influence green consumer behavior by bring their own shopping bags. Second phase of this research are formulation the strategy. Five respondents have been involved to formulate strategy using depth interview and Delphi method. Based on the result, There are fourteen strategies needed to be implemented to minimize the use of plastic bags.
