This undergraduate thesis discuss about the appearance of a thousand foreign refugee in Indonesia's sea territorial at 2015. The unwillingness of Indonesian government to accept the foreign refugees made aceh government released a policy to pushed Indonesian government handling the foreign refugees in aceh. This research focuses on factors that influence aceh government in pushing Indonesian government to handle foreign refugees in aceh. Research method that used in this research is qualitative by analizing data of related Sources. The factors that influence the aceh government's policy is analized by using the concept of humanitarian assistance and constructivism (unit level). The result that researcher get is factors that influence aceh government to quicken/expedite the handling of foreign refugees in aceh, those pressure is influenced by Islam norms that stick to the aceh people, the memory mof tsunami at 2004, and tradition peumulia jamee in aceh society.
