This research aims to explain the about the problem that occured between the United States and Cuba, that is an economic embargo. Normalization of both countries has occured in 2014 but embargo problems still occur today. The reason for the United States not revoke an economic embargo is giving punishment to Cuba because of many human rights violations. Besides that human rights enforcements are being the interest that exist in US foreign Policy. If US revokes an embargo it means it agrees with human right violation in Cuba. This is not accordance with the values adopted by the United State foreign policy.
