EVALUATION ON PUBLIC PROCUREMENT TRANSPARENCY, CASE STUDY: ELECTRONIC-BASED PROCUREMENT SERVICE UNIT (LPSE) OF CENTRAL SULAWESI PROVINCE IN 2015
Abstract
In response to the demand of disclosure of information, especially on public procurement, Indonesian government has developed the use of electronic-based procurement system (e-procurement), with the established of Electronic-based Procurement Service Unit or also known as LPSE (Layanan Pengadaan Barang/Jasa secara Elektroik). E-procurement is widely considered as a solution to prevent corruption in public procurement by increasing transparency and accountability of the budget process. This study took place in Central Sulawesi Province, with the case focusing on the LPSE unit of Central Sulawesi Province itself. This locale is chosen because it has been founded that there is no data of e-procurement for 2015 fiscal year on its official website. This matter is very much related to the implementation of transparency as a principle of public procurement and the objective of e-procurement implementation in advance. This study is expected to form a better relationship between the people and government over transparency, openness and public trust on public organization. In addition, it is also intended to become an idea for the provincial government of Central Sulawesi Province in improving the implementation of e-procurement.
