      Abstract
      This research is to explain howThe ICRC seeks to provide assistance to conflict victims in Syria from 2011-2015. Conflict in Syria began in early 2011 between The Bashar Al-Assad’s army and The Opposition. This conflict has resulted in hundred of civilians and The ICRC as a pioneer of International Humanitarian Law helping victims, civilians or combatans by providing food, water, medicine, shelter and education. The ICRC’s mission in Syria tried to provide early warning to the Syrian Government to stop military attack on civilians. This effort to prevent the conflict getting worse in the future. In addition, The ICRC seeks to rebuild Syria by repairing schools, hospitals, water sources and making victim’s camps. But, all of this effort not going easy to do for several factors, one of which is the difficulty of distributing humanitarian aid in several Syria’s cities. It because that cities has guarded by Bashar Al-Assad’s Army who surrounded the civilians inside.
