The emergence of new actors in international relations triggered a more specific cooperation to build local government. Cooperation between the government or a sister city is a phenomenon that is now frequently encountered. Bandung, Indonesia is one of the cities that are active in the implementation of international cooperation of local governments. One of local government which had cooperation sister city with Bandung is Fort Worth, Texas, United State of America and has been established since 1990. This research aims to explain the reason Bandung still cooperating with Fort Worth by a program called as sister city. Furthermore, the method that was used by the writer was qualiatative methods by using primary data from interview with Bandung Government and some stakeholders as interviewees snd by using secondary data such as book, journal, news article and another relevant literary sources. To analyze this case, the writer using concept of paradiplomacy. The result of this research show the reason Bandung still cooperating with Fort Worth there were human resources development through student exchange and training for community service and the existence of joint working part of helicopter between PT. Dirgantara Indonesia with Helicopter Bell Textron Inc.
