      Abstract
      To response on this case this thesis will begin by explaining about how constructivism theory punctuates international actor in international environment create international regime. This thesis will comprehensively explain with unobtrusive research to present the research result in two layers. First, this thesis explains about Indonesia government ratified Cartagena Protocol thus the prior informed consent policy need to adjust with the protocol. Second layer will explain about the implementation of precautionary approach as a core of Cartagena Protocol to insist Indonesia to involve. With those explanations, we will recognize the Cartagena Protocol taking a place in formulating prior informed consent policy in genetically modified organisms trading in Indonesia.
