As the country with third largest economy, Japan has a major role in international economic development. This is shown by Japan’s effort to boots developing country economy through the implementation of Japanese foreign aid policy. This policy not only run by the Japanese government but also involving non-State actors as the Instrument. Organization for Industrial, Spiritual, and Cultural Advancement (OISCA) is one of Non-Government Organization (NGO) parties which involved to expand this foreign aid program. Japanese government enact OISCA as the partner to hand over Japanese grant to Indonesia in 2015. This research explained about OISCA role in supporting Japanese foreign aid toward Indonesia in 2015.
