Food security is not only about the availability of adequate food, but also providing security for both producers and consumers and ensuring environmental preservation for a sustainable production. Organic farming system is expected to be the answer for the realization of food security and for the improvement of social welfare. The research showed that, (1) The implementation level of Standard Operating Procedure-Good Agriculture Practice (SOP-GAP) for Organic Rice Farming on the Java Island is quite high, (2) The implementation level of Standard Operating Procedure-Good Agriculture Practice (SOP-GAP) for Organic Rice Farming related to the availability of capital, the selling price of grain and the purchase price of inputs (seeds and fertilizers), (3) the level of the farmer's decision related to the level of implementation of SOP-GAP organic rice farming, and (4) The development of organic rice farming requires the availability of sufficient capital. Dealing with these issues the government in this case the department of agriculture and food security agency in the province need to disburse or to facilitate the access to capital for the farmers in the form of assistances and low interest loans.
