This article aims to analyze the efectiveness of United Nations Development Assistance Framework (UNDAF) 2008-2012 to Solve Human Security Problem in Rwanda. After the genocide that happened in Rwanda 1994, there are a huge amount of destructions. Every aspect in human security face a crucial problem. The role of some states existed but the conflict need a huge and significant role to solve all the problem because the genocide in Rwanda is really destructive. This is related to the Human Rights and Peace that was a responsibility of United Nations. UN have several intervention to help the government of Rwanda to do reconstruction in Rwanda after genocide . The writer use the regime efectiveness concept to anylyze this research. UNDAF 2008- 2012 is one of UN Intervention in Rwanda that consist of framework in all human security aspects.
