      Abstract
      Indonesia in the Soeharto era has been involved in the Mindanao conflict since President Marcos and Nur Misuari as the chairman of Moro National Liberation Front (MNLF) sought assistance to Indonesia in resolving the conflict. Indonesia was involved as a mediator to resolve the Mindanao conflict between the Philippine government and Moro which that expanding complex. Suharto is exceptionally welcome to help the Philippines due to historically Indonesia-Philippines has a close relationship. During the process of conflict resolution, Indonesia maintains communication with the Philippine government and Moro to bring them to peace talks. This is in line with Soeharto's objective to create a safe and peaceful territory. Indonesia mediated by providing an alternative solution of special autonomy to accommodate the wishes of the Philippine government and Moro. This special autonomy is regarded as the middle ground of the deadlock of negotiations due to the impasse. The idea of special autonomy was made a major point in the Final Peace Agreement signed on September 2, 1996.
