The performance of bureaucracy that has not shown its consistency in performing public services will have an effect on didn’t optimal in achieving the goals to be achieved in an organization. In accordance with one of the principles of good governance that is effectiveness, a bureaucrat of course prioritizes the effectiveness of performance to serve the community. Qualitative method is the method used in writing this research. By using this qualitative method is aimed so that writer can get data directly by description way in the form of words and language and excavation through dialogical way with the intention that writer knowing about outside scientific situation. The leadership style attached to Ganjar Pranowo is an administrative executive leadership style, which is Ganjar applies technology utilization in the Public Works Department of Highways and Cipta Karya of Central Java Province. Utilization of the technology aims to improve services especially in the construction of roads in Central Java.
