      Abstract
      With the increase in population is also directly proportional to the demand for electrical energy and reduced fossil energy. To support the public demand for electricity supply, it needs renewable energy as a power plant. Renewable energy as a power plant is wind energy. The potential of wind energy in Indonesia according to LAPAN, on the southern coast of Java island ranges from more than 5 m / s and able to generate electrical energy of 100kW more. In addition, wind energy as a power plant is also able to reduce CO2 emissions in Indonesia. Therefore the analysis of the potential of wind resources in West Java Province. The analysis uses LEAP software by simulating the population's daily load and wind speeds that blow. LEAP is able to simulate the results of the resulting energy, emissions, and costs for the construction of PLTB in West Java. PLTB can be an alternative energy in the supply of electrical energy in the coastal and urban areas. The data obtained are simulated in LEAP software. Average wind speed in West Java Province in one year is 4 m / s. Based on the simulations produced by LEAP software, the best configuration for a samas PLTB system uses 18,000 wind turbines, 108,000 batteries, and a 150 kW converter. With such a configuration capable of producing CO2 emissions of 0, capable of being a clean energy supply compared to a system from PLN that produces CO2 emissions of 854 grams per kWh.
