      Abstract
      Illegal import regulations never realized in Tanjungbalai city, because of that the import of illegal textiles is easily circulated in the city of Tanjungbalai, The government's policy on illegal import law enforcement is incompatible with the condition of the tanjungbalai society. The effectiveness of the regulations made needs to be re-examined, therefore the government should review the regulations that have been made. The transnational crime factor and the size of the Indonesian territory are the main things that must be resolved, and also the crime factors that occurred in government should be eliminated and use the system of government in accordance with the circumstances that occur. The research uses two theories, namely the theory of Effectiveness of Public Policy and Transnasinal Crime, Have a fuction to determine the effectiveness of the regulations made by the government of Tanjungbalai. The government of Tanjungbalai must establish a supervisory agency for the government and strict guarding at every point of the territory of Indonesia.
