Human rights or more often called HAM in Indonesian, come up when there is a study of human security and begins when people start to realize that human beings have basic rights in their life that can’t be disturbed by others. ASEAN is an organization formed by Southeast Asia’s countries which is signed the Bangkok Declaration. Indonesia is one of the ASEAN’s member. In the criticism at the regional institution on human rights, Indonesia also take the initiative in to establishment the AICHR. Along the establishment of AICHR, criticism from various groups also arise when the institution of human rights that should protect and being a place to solve the problems that related to human rights violations, therefore the performance of AICHR has a bad rated. Indonesia as one who initiated the existence of AICHR also did various ways to strengthen AICHR as it should be functioned.
