White Helmets is local Syrian NGO, they working to help the Syrian civilian when the attack came to them since the Syrian civil war begun. The existence of White Helmets who lived in conflict areas made them understand the needs of civilian in Syria. White Helmets builds a network with cross border non- governmental organizations that has the same mission and vision by developing cooperation with the no fly zone movement who working globally. White Helmets fight against the discriminate attacks that makes the Syrian civilian could not get their human right. Realization in advocacy process, White Helmets support the norm of human right declared by United Nations concerning civilian protection in civil war. The United Nation peacekeeping is one of the form of human right’s norm created responsibility for all the parties who involved in civil war to respect, to protect, and to fulfill.
