This research aims to analyze the competitiveness of fishery sub sector of Tegal City and to know the impact given by fishery sub sector on job opprtunity of Tegal City and fisherman welfare for making strategy development of fishery sub sector. The data used are secondary and primary data that is PDRB data of Tegal City in 2011-2015, labor datas, and in depth-interview with Tegal Marine and Agriculture Office. This Study analysis uses for klassen typology analysis, multiplier effect analysis, and SWOT analysis. The result of shift share shows that in 2011-2015 fishery sub sector experienced rapid growth with competitiveness which tend to fluctuate. The result of klassen typology shows the position of fishery sub sector as advanced sector in 2012,2013, and 2015 but depressed in 2014. The result of multiplier effect analysis shows that fishery sub setor workforce gives positive impact to the job oppotunity in entire sectors in Tegal City with fluctuating tendency. Based on the result of SWOT analysis fisheries sub sector policy development strategy is to increase the production and quality of fisheriy product, improve the ability of appropriate techonology, improve the quality of fisheries environment, and improve the welfare of fisherman by utilizing the support from the government.
