      Abstract
This study aims to determine the factors influencing tea shoots production, to know the allocative efficiency of production factors used in the tea shoots production, and to know the risks of tea farm production. The research was conducted in Batang with 32 smallholder farmer samples of PT. Pagilaran, Sidoharjo Production Unit. Factors that affect the production of tea shoots were analyzed with multiple linear regression analysis Cobb-Douglas production function, allocative efficiency of the use of production factors are known by calculating the allocative efficiency index, and the risk of tea farm production is known by calculating the coefficient of variance of the tea shoots productivity. The results showed that the tea shoots production factors possitively influenced by land, Urea, SP-36, KCl, labor, and the farming scale. Allocation of production factors of land, Urea, SP-36, KCl, and labor has not been efficient so its use should still be improved. Production risk of tea shoots extensive farm (area ≥ 0.5 ha) was higher than production risk of narrow farm (area < 0.5 ha).
