      Abstract
      This article will throw light on the phenomenon of transnationalism that is redefining the role of the State in global interaction. As well, transnationalism becomes a view that in global interaction, the State involved the non-state actor-NGOs- that is something that might happen. India’s inability to reduce the impacts of climate change is a domestic problem to be solved. Cooperation between state and NGOs become a new perspective in world politics. This is followed by transnationalism as a paradigm that becomes an interaction through state boundaries.
