The high number of disaster occurred in both countries makes them the two of the most suffered countries in the world physically and non-physically. The similar geography and disaster history between the two countries makes them decided to have cooperation in disaster management. Using the Disaster Diplomacy concept by Ilan Kelman, there are phase before the cooperation occur that includes predisaster activities and post disaster activities. The pre-disaster activity that has been done between Japan and China are mitigation, preparation and planning. While the post-disaster activity includes responses, reconstruction and rehabilitation. Cooperation between Japan and China not just by the Central Government, the other actor in the country also participated in the cooperation which are regional government, expert, and Non-Governmental Organizations.
