ASSESSING URBAN SPATIAL PLANS IMPLEMENTATION IN BAUBAU CITY, SOUTHEAST SULAWESI
Abstract
Recognizing the significance of maintaining sustainable development planning towards the aspects of urban spatial planning, it is crucial to preserve urban spatial plan regulation through assessing its implementation using appropriate monitoring and evaluation process and procedures. Urban spatial plan should be a prior instrument to manage the whole construction in Baubau City. The government in Baubau city has an important role as policy implementer to utilize the whole potential in Baubau city as the fastest growing coastal city in Southeast Sulawesi.
This research has an ultimate purpose in describing the implementation of urban spatial plan in Baubau city particularly using its current regulation (Local government regulation number 4 of 2014) sharpening on assessing its monitoring and evaluation scheme, and mapping the strategy of monitoring and evaluation should be done by the government of Baubau city. This study aimed to describe the use of space-control policy, determine the factors that affect the implementation, as well as the policy strategy of spatial planning in the Baubau city. It is focused on monitoring and evaluation of urban spatial plan implementation particularly based on Local Government Regulation number 4 year 2014 of Baubau city.
This research produces a result that based on William N. Dunn’s evaluation criteria, Baubau city government has implement Urban Spatial Plans 2014-2034 with some inconsistency in the objectives that the government desired to achieve as the center of trade and services. It is also supported by the realization of budget that achieve 99,8% but further not followed by the target of development in Urban Spatial Plans.
