Since the 1990s, North Korea experienced economic destruction because of the bilateral diplomatic cutoff with its main trade partner, USSR. USSR is also affected by the situation in East Europe about the continuous flood disaster in 1996, 1997, and 2000s. There are some reasons why North Korea conduct nuclear weapon testing; regime survival, and economic and security condition. Developing nuclear weapon generates negative effects toward the economic interests of the other states namely the US, Japan, China, and even South Korea. This is because of the mass cancellation of investment from business actors in East Asia due to security concern. In the context of UN regulation, the ownership of nuclear weapon can provoke tension and thread unto other states, which especially result in inter-state conflict.
