Nowadays, under globalization pressure, international coorperation is not only talking about bilateral, multilateral, or regional relationship which is acted by nation-state. The other actors could be the main actor who directly enforce an international relation. The government of province, regency, and city could control and build its government business based on autonomy principle. Sister City is a new choice to advance the development or support the growth of a city. Bandung is a city which choose Sister City as a one of form that could give a support to reach the city vision. In 2016, Bandung and Kawasaki signed MoU of Low Carbon Development, and it means Bandung accepted cooperation offer from Kawasaki in environmental field. This research focuses on explaining the reason of Bandung Government accepted a cooperation offer from Kawasaki. The metode which is used in this research is qualitative with interviewing Bagian Kerjasama Luar Negeri, Dinas Lingkungan Hidup dan Kebersihan, also Badan Perencanaan Penelitian dan Pengembangan Bandung City’s Staffs. Moreover, the writer took secondary data from website, news, books, and the other sources. The writer uses international cooperation theory and green theory. The result of research is Bandung will reach different profits if comparing with other cities, such as technology transfer and enhancement of human resource. And also Bandung needs a role model and support it in environmental field at once.
