      PENGARUH FLYPAPER EFFECT, PENDAPATAN ASLI DAERAH (PAD) DAN PRODUK DOMESTIK REGIONAL BRUTO (PDRB) TERHADAP BELANJA DAERAH

      Abstract
      This study aims to know the influence of General Allocation Fund (DAU), Special Allocation Fund (DAK), Sharing Revenue (DBH), Local Revenue (PAD), Gross Regional Domestic Product (PDRB) and flypaper effect to local expenditure. The method was used in this research is descriptive method that aims to create a systematic, factual, and accurate description of the fact. This research is quantitative and the samples were 32 Provinces in Indonesia. The analysis methods was used in this research is multiple regression analysis with Statistical Product and Service Solutions (SPSS) software. The results of this research show that Special Allocation Fund (DAK), Sharing Revenue (DBH), Local Revenue (PAD) have positive effect to the local expenditure. But DAU and PDRB has no effect to local expenditure. The influence of PAD to local expenditure are greater than the influence of DAU,DAK, and DBH simultaneously to local expenditure, so there has no a phenomenon of flypaper effect in Provinces of Indonesia in period 2014-2016. This shows that This shows that the provincial government is self-reliant in its finances by not relying on the central government.
