This research has an aim to create a strategy for developing food security in poor households in food insecurity villages. Its carried out throught to quantitative-qualitative. It’s started quantitative using path analysis tool to test the teoritical model towards empirical data and qualitative method using SWOT analysis. The study using purposive sampling as the sample technic. food security, income, education and Government Policy were the variabels of the research. Based on the result of path analysis research indicate that sosial economy have positive and significant indirect influence to food security and government policy have positive direct and significant influence to food security which means if there is increasing of income and higher education level then indirectly affect food security through increased consumption of food and the better government policy, the better food security and SWOT analysis based on development strategies that need to be taken is the Program Improving P2KP (Accelerasion of Food Consumption Diversification), Optimization of Food Self-Village. Optimization of food barn to the bottom element of each RT, so as to improve food security of poor households in food prone villages Kulon Progo.
