The aim of this research was to analyze the basic economic sector and non-basic, what sector that can spur the development of construction. The data in this research is quantitative data that obtained from Badan Pusat Statistik (BPS). This research used Location Quotient (LQ) method, Shift Share (SS), Typology Klassen, SWOT. Based on SWOT analysis, strategy of sector development policy that have to improved is improving the rate of regional economy by paying attention basic sector potential, improving facilities and infrastructures, the quality of education to improve economic competitiveness with other region and also to improve the availability of development infrastructure by paying attention to the environment sustainability.
