      Abstract
      The purpose of this study is to determine the performance of the Department of Population and Civil Registry of Gayo Lues Regency in the implementation of e-ID card service in 2016 and what factors affect the performance in the implementation of e-ID card service. The research method used is descriptive research method of analysis. Techniques of collecting data used documentation to complete the information, the interview is to ask questions directly to the respondent. Data analysis technique used is qualitative analysis. The results showed that: The productivity aspect, in implementing the performance of service of e-ktp less good only realized 70,51%. The quality aspect of e-ID card service based on t speed element is inferred already fast. Based on the treatment apparatus apparatus is fair, friendly, and not discriminating. Viewed from Aspect Aspects of Responsiveness can be said to have been responsive. While the element of accuracy of the solution is good. Viewed from the aspect of accountability is clear because the information has reached the public. Factors that influence the internal factors are the lack of facilities and infrastructure in e-ID card recording and the existence of online signal disturbance and limited availability of ID cards, while the human resources factor is the lack of skilled personnel and many staff who have not followed the education administrator data base. External factors are related to the distance of the community is far enough and vulnerable administration, thus reducing the enthusiasm of the community in taking care of population documents.
