D.I. Yogyakarta is a province that actively accepted cooperation offer in the form of sister province, one of which is bid of cooperation from State Victoria. Initial problems arise when DIY faces rejection in the proposed field of economic cooperation, even so DIY still accept and continue cooperation until the memorandum of understanding. This study aims to determine the reasons for the sister province cooperation between DIY - Victoria. The initial suspicion of the case is that there is a characteristic similarity between DIY and Victoria as well as the calculation of the profit that can be taken and the exclusion of losses.
