This study aims to determine the basic sectors and superior sectors in the Tanjungpinang city. The analysis conducted in this study by comparing Gross Regional Domestic Product at constant prices 2010 Tanjungpinang City from 2012 till 2016 with Gross Domestic Product at constant prices 2010 Kepulauan Riau Province.The analysis model used is Growth Ratio Model (MRP) analysis, Overlay analysis, Location Qoutient analysis (LQ), Shift Share analysis, Classen Tipology based on the result, the policy strategy of the development of the leading economic sectors that needs to be done is to improve the regional economy through the potential of basic sectors, improving the quality of various basic sector infrastructures, ie large and retail trade sectors; car and motorcycle repairs, transportation and warehousing sectors, Information and Communication sectors, as well as improving the quality of health and education services infrastructure facilities.
