Badan Penasihatan, Pembinaan, dan Pelestarian Perkawinan (BP4) (Agency of Marriage Advisory, Counselling, and Preservation) is an official body that helping people to resolve domestic conflicts and prevent divorce. However, the current implementation of its roles faces uneasy obstacles. The aim of this study is to identify factors causing divorce in factory labourer community groups, and discribe role and obstacles of local BP4 in preventing such divorce. Method of this study is qualitative research method. Data collection techniques in this study are interview, observation and documentation (documents collection). The result of this study shows: (1) Common factor causing divorce in local factory labourer is domestic disputes; (2) There are two types of BP4’s role in preventing divorce, i.e. ideal role and actual role. Ideal roles of BP4 are educational and counselling body, and mediation and advocacy body. Actual roles of local BP4 in preventing of factory labourer divorce are educational body, mediation body, and advocacy body. Local BP4 are not optimal in implementation of its role for limited service provided. Actual service provided by local BP4 are not meet ideal standard of BP4’s service, especially in implementation its ideal role as advocacy body. Advocacy service are not provided by local BP4; (3) Obstacles faced by local BP4 in preventing divorce are internal constrain and external constrain. Internal constrains are limited agency budget, limited human reseources, and lack of agency promotion. External constrains faced by local BP4 are difficulty in cooperation with local factories, lack of local citizen’s awareness, low educational level of local citizen, high level of unresolved domestic problem in local households, and difficulties faced by local factory labourers to obtain leave permit for counseling or mediation.
