      Abstract
      This paper attempts to analyze the reasons for Japan to accelerate the implementation of TICAD since 2013. Energy politics, competition between countries and Japan's national interests play an important role behind the acceleration of TICAD. Using the theory of foreign politics and the rational actor model, the authors conclude that TICAD used Japan as a tool of foreign policy.
