      Abstract
      This study aims to explain the factors that cause the occurrence of forms of social relations in an area when facing the issue of Islamic splinter groups, and actions by the state and civil society as well as its own Islamic splinter group. This study used a qualitative approach with a case study design . The location includes Ahmadiyah in Yogyakarta and Kuningan, Shiah in Sampang , and An-Nadzir in Gowa. Determination of informants used purposive technique . Data was collected through in-depth interviews, documentaries, websites, and observation. Data analysis was conducted when research in the field and after research in the field. The results are as follows : First , the causes of different forms of social relations (conflict or peace) , between Islamic groups in the region, though equally there is a splinter group of Islam, because there are three interrelated factors, namely: (1) presence or absence of a negative view (religiocentrisme) accompanied by the presence or absence of tolerance among different parties, especially from the majority groups.(2) the actions performed each group in relationships with other groups, either by the state, civil society groups, and agencies of the Islamic splinter group. (3) the existence of social structure that becomes coercive factor for groups such as the position of local leaders, religious understanding, pockets of community, history of relation, and network of social relations. Second, civil society patterned into two groups in the face of Islamic splinter groups, namely: those who opposed and supportive.State and civic groups who refuse often collaborate. Meanwhile Islamic splinter group did the agency in order to maintain its existence and perpetuate relationships and pre-existing conditions
