      PUBLIC SUPPORT TOWARDS THE ‘WAR ON DRUGS’ STRATEGIES: THE CASE OF PHILIPPINES

      Abstract
      The study targets to examine the intention of the Filipino college students to support the War on Drugs Strategies of the Administration of President Duterte by enhancing the Theory of Planned Behavior Model. Specifically, this study analyzes the extent to which Attitude, Subjective Norm, and Perceived Behavioral Control affect the intention-formation of supporting the Philippine Drug War strategies. In a deeper lens, the study also delves into investigating, not only the intention to support but also the extent of the support that the students intend to perform in support of the Anti-Drug Strategies enforced by the Philippine Government. Quantitative research design was employed in this research and the data were gathered using a self-reported survey questionnaire from a 194 sample. The respondents of the study were university students from four of the top universities in Cebu, Philippines and the responses gathered were analyzed using SPSS version 21 and SMART PLS version 3. The results of the study revealed that attitude is a strong predictor for the intention to support War on Drugs Strategies. In addition, attitude is strongly influenced by Political Trust. Also, Perceived Behavioral Control is revealed to have a significant effect to intention whereas, Subjective Norm displays no significant effect to intention. Also, the research reveals that the respondents are willing to support the drug war in all levels of participation: Inform, Consult, Involve, Collaborate, and Empower. The results of the study imply that in order for the War on Drugs Campaign of President Duterte to receive strong and perpetual support, transforming public attitude should be the key strategic thrust. Attitude formation may come in form of promoting public understanding to key issues surrounding the Drug War Campaign as well as clear responses to the controversies surrounding the strategies being enforced. Also, capitalizing on the specified actions of support is a practical move for the government to foster stronger citizen engagements.
