      Abstract
      Russian and Ukrainian relations have been established since the two countries are still incorporated in the Soviet Union. After the end of the Cold War in 1991, the Soviet Union split into several countries, such as Ukraine and Russia. But based on the existing population in Ukraine are Russia ethnic. It focuses on conflicts on the Crimean peninsula. The majority of poverty to enter from Ukraine and re-join with Russian sovereignty. The conflict was further exacerbated by the desire of Vladimir Putin to bring Russia's glory to the pre-Cold War era. The conflict was announced by the Ukrainians to the United Nations to spend more because it has issued the sovereignty of a country. State sovereignty becomes an important focus for the UN to safeguard world and world peace. But in the process of completion there is a dynamic touch. The dynamics are in the public spotlight because in their efforts it is still very difficult to find a bright spot. The difficulty is caused by the differences produced by each member. This study aims to determine the dynamics of UNSC in conflict, especially for Crimea conflict. This thesis data is compiled through qualitative method by collecting various existing literatures. Theories used are Neo-Realism Theory and Rational Actor Theory.
